Create a maptip

- open the layer properties of the layer of interest
and jump to the display section.
- tick the field radio button or the HTML button
- if you have ticked the HTML button, add the HTML code to the Text field as you like.
- close the dialog with OK
- activate the maptip tool in QGIS and move over a feature of the layer of interest.
